Guinea’s President, General Mamady Doumbouya, has announced a partial reshuffle of his government, affecting the ministries of justice, security, and finance. The move aims to reorganize the country’s political and administrative landscape just months after his election as president, as part of efforts to consolidate the foundations of his new rule.
On 27 January, Doumbouya renewed the appointment of Amadou Oury Bah as prime minister, a position he previously held from February 2024 to January 2026. The decision is widely seen as a signal of continuity within the executive branch, particularly following Doumbouya’s inauguration for a seven-year presidential term.
This inauguration brought to an end four years of military-led transitional rule that began in September 2021, when Doumbouya seized power pledging to return authority to civilians after a limited transition period, before later running in and winning the presidential election.
The latest appointments included 18 ministers and secretaries-general, with the remaining portfolios to be filled later as part of a 27-ministry government structure. Three key sovereign ministries stood out as the main focus of the reshuffle.
At the Ministry of Justice, Ibrahim Sory Tounkara was appointed after gaining prominent judicial standing for presiding, between 2024 and 2025, over the trial related to the 28 September 2009 massacre in Conakry. The proceedings resulted in a 20-year prison sentence for former president Moussa Dadis Camara on charges of crimes against humanity.
The Ministry of Security also saw a change in leadership, a move interpreted as an attempt to recalibrate the security apparatus amid growing challenges facing the country.
Changes were likewise introduced at the Ministry of Finance, reflecting the president’s intention to restructure economic and financial policies in order to address Guinea’s ongoing developmental and economic pressures.
Observers believe these appointments signal Doumbouya’s determination to tighten his grip on state institutions, with a particular focus on sensitive ministries, at a time when Guinea faces an urgent need for political and economic stability to confront both internal and regional challenges.
